Predicting US Coal Plant Retirements
US Coal Plant Retirements
Predicting which coal units retire and when is a question of asset economics rather than rhetoric. The variables that matter are visible, measurable and largely the same from one unit to the next — which makes retirement timing more forecastable than the public debate suggests.
What drives the decision
- Age and condition — remaining life of boilers, turbines and auxiliaries, and the capital required to extend it.
- Efficiency — heat rate relative to the rest of the fleet, which sets position in the dispatch order.
- Compliance cost — the capital needed to meet current and anticipated emissions requirements.
- Utilisation — units already running at low capacity factors earn too little to justify major investment.
- Alternatives — the cost of replacement capacity in the same market.
Reading the signals
Units with poor heat rates, heavy pending compliance capital and falling capacity factors retire first; the decision is usually made internally well before it is announced. The practical forecasting method is to rank units on those variables rather than to follow announcements, which are a lagging indicator of a judgement already reached.
Where gasification enters the calculation
Retirement is not the only outcome available to a coal asset or a coal resource. Gasification changes the question from how to burn coal more cleanly to whether to burn it at all: Integrated Gasification Combined Cycle (IGCC) power plant technology turns coal into synthesis gas, which is cleaned before use and can be converted into coal-to-diesel, methanol, kerosene and jet fuel, or sold to market as syngas. For an owner with coal supply, infrastructure and a site, that is a different set of options from simply closing.
Assessing the options honestly
Conversion is not automatically attractive. Site constraints, coal contracts, grid position and local offtake all decide whether a gasification route is viable, and the answer is frequently no. Klean Coal provides specialised coal gasification consulting for design, commissioning and start-up, and technology due diligence, to establish which of these options stands up — before capital is committed to any of them.
Timing the assessment
The point to examine alternatives is before a retirement decision is announced, while the asset, the workforce and the coal contracts are still intact. Once a closure is public, the site loses staff, suppliers reprice and options narrow quickly.
An early assessment need not be large. Establishing whether coal supply, site infrastructure and local offtake could support a gasification scheme is a bounded piece of work, and a negative answer obtained cheaply is still a useful result.
